Gluing Cloth on Pump Bellows

On a small organ I'm working on now the supply bellows and the reservoir
are all sharing one piece of wood.  Hence, I have 3 pieces of wood to
make 2 supply bellows and 1/2 a reservoir.

How do I glue the cloth on correctly, with achieving the right span at
the same time?  I'm finding this very difficult.  Those of you who have
rebuilt Aeolian pumps know what I'm talking about.
