The pouches in the Wurlitzer "type" block valves sold by Player Piano Co, used to have preformed polyurathane pouches. I don't know if this was perflex or tuftane but it was 100% air tight.
When I replace these "plastic" pouches with leather, I glue a small circle of paper over the original bleed hole and poke a smaller hole in the paper with a needle to account for the increased porosity of the leather.
