Simplex Tracker Question

I'm in the process of rebuilding a Simplex player and have a question for any experienced Simplex rebuilders out there.
The wooden flywheel in the tracking mechanism seems to be covered with a waxy tacky substance. Is this original or the result of some miscreant slathering something like vasoline all over it? Any recommendations on how to handle this situation?
