I deal with the Harry Fox Agency (HFA) a lot when requesting mechanical
licenses for producing rolls on the Bam-Bam label. From my experience,
HFA represents about 85% of the publishers. However, there are some
publishers who do not utilize HFA to collect their royalties.
You can search the HFA database. Start with their Web page at
http://www.nmpa.org/l-mech.html
and link to the HFA song list.
If you do not find the song there, it is also worthwhile to search ASCAP
and BMI:
