Yes, there is at least one site:

    GMD - Music Archive: Sheet Music
    ftp://ftp.gmd.de/music/scores/Welcome.html

with public domain downloadable (classic) sheet music in PDF-format
(portable document format of Adobe).

If you will occupy search machines you will surely find other sites --
I have found some (and have not stored their addresses) offering sheet
music in 'MusiTeX'-format which seems to be similar to the (La-)TeX
system of page-describing text documents.

On the other hand, with programs like 'Encore', 'Finale', 'Score', ...,
you can import Midi-files and print them as sheet music.  (Of course it
will lack of all the events not represented in the Midi-syntax.)
