My vote is for voluntary contributions but with two suggestions.

1.  We need a mild personal reminder each year.  I hope that this could
be automated and sent separately from the Digest itself.  And repeated
until we pay up.  I am as delinquent as anyone in not paying until I am
specifically reminded.

2.  Now that credit card facilities have been withdrawn it makes sending
$30 from outside the USA very uneconomic.

I am well aware of the costs of charge card facilities.  As treasurer
of the British Vintage Wireless Society I have just set up charge card
facilities for the benefit of non-UK members.  We were charged GBP200
initial setup fee, plus 5% of transactions or GBP20 per month whichever
is the greater.  We are passing on the 5% charge to overseas members.
It is still cheaper for them than a sterling bank draft.

Curiously, it would have cost us more for electronic charge card
facilities than the simple manual ones that we have.
