Larry,  You didn't bother to say what the instrument was that was giving
you the problem with the sustain pedal operator.  When that's the case,
anyone would have to assume you were speaking of a regular player piano.
So, yes, the correct hole, for the information given, was tb 3.

It doesn't matter, though, does it?  The fix is still the same!  Put
your finger of the hole in the paper that's supposed to be the sustain
operator when the roll is parked on the trackerbar and operate the
sustain pedal with the finger.

Another thing that causes your problem is a leaky pouch nipple, a
cracked pouch well, or anything open to the air that places this valve
on its "threshold" of operation.  When that happens, then as the
instrument's vacuum supply varies, such a valve will randomly respond
to the variations, instead of only the roll perforations.  But it will
not necessarily respond to "lower" vacuum, only quickly dropping
vacuum.  In EE parlance, that's called a "differentiator."  Maybe you
have one of those.
