Sustain Pedal Operates Randomly

Using a brisk 4/4 time, it engages for two beats, off for two beats,
on one beat, off three beats, on one measure, off two beats, and so on.

It seems totally screwy to me, but that is how the roll is punched.
The triangle works fine, the hammer rail is disabled (for the same
reason) and the mandolin works perfectly.  The other instruments,
including an accordion set-up that I built from scratch, work
flawlessly.
