There is a fine volume published by the Model Engineer Magazine in
England titled something like "Gears and Gear Cutting".  It has
everything you need to know for making gears, including how to make
your own tooth form cutters.  The book is one volume of their workshop
series.  Sorry I am not near my copy right now so I can't provide an
ISBN or more accurate reference.
