Cleaning Threaded Rods

Try a paint stripper -- either the chemical or a commercial firm that
does the same.  Paint strippers will remove organic residues without
harming metal (or wood).

The most effective chemical ingredient is methylene chloride, but this
is highly toxic so use it with proper protection.  Commercial firms
generally use a hot bath of chlorinated solvents that are less toxic
but equally effective because of the elevated temperature.
