Player Piano Notes That Barely Play

Hi all,  On my player piano (probably a very late Aeolian, but no
name anywhere) a few notes will only sound when pedaling very hard.
The others all work fine.  I figured this would mean to much bleed
(if the bleed cups have become loose and are sucked out of the holes).
Am I correct with this?

As the stack is sealed with pneumatic cloth I'd rather not open it
if the problem is not there.  Then, also, the larger music rolls will
barely play when I'm near the end of the roll, as if there's too much
drag, but the brakes are all off.

It's not the air motor, I tested that, but again I have a theory: as
in fact the bleed cups are loose or out of the holes that would put
much more suction on the trackerbar and so creating drag.  This would
explain why passages in the roll with loads of notes playing go
smoother than passages with fewer notes.  Again: is this theory likely
to be true?  I have the idea it's all about bleed cups, what else can
it be that's I'm missing here?  Thank you in advance.
