PVF Musical Box Bird Design

After much reading and researching, I have finally begun re-covering my
striker key pneumatics, and I have a few questions to ask to make sure
I'm doing this right before I carry on.

1)  I have read many articles that say that when you finish a pneumatic,
it should be able to "fall open and closed'" under its own weight.  Is
this true?  I'm using the .008 from PPCo, and the pneumatics seem to sit
approximately half open and don't really move under their own weight.
Is this because they're hinge-bound, or is it just the new fabric that's
not letting them move very much?

2)  When recovering the pneumatics, and after pressing and smoothing the
cloth over the glue, should you see any glue seep out from the edge of
the cloth, or does this indicate that too much glue is being used?

3)  I'm using "Pearl Hide Glue" that I purchased from Lee Valley Tools,
and my first batch seemed to be a lot runnier than maple syrup.  Did I
use too much water?  I let the glue soak in water for an hour and a half
and then drained off any excess water and heated it in my pot to 140-150
degrees.  Was this too much water?
