Theme Holes Play the Loud Pedal

I have a late model Stroud Aeolian 88-note upright with a Themodist
tracker bar, but no other Themodist components, so the extra holes
are open to atmosphere.  Most of my favorite rolls are reproducing
rolls, so I tape over the last two or four holes on each end of the
tracker bar.  I still have to leave the sustain hole exposed to play
the loud pedal.

The problem is that the slight lift of the tape over the holes causes
the sustain perf to couple to the open Themodist hole, resulting in
the pedal operating almost continuously.  Since it will never be used,
I'd like to just fill in the Themodist hole and be done with it.
What's an appropriate material to use?  Epoxy?  Chewing gum?

 [ It behaves like the Loud Pedal primary valve is much too sensitive.
 [ Clean its bleed, and also check for leaks at the Sustaining Pedal
