Felted Valves in DeKleist Band Organ

Hi,  I recently looked at a Style 125 Wurlitzer-DeKleist band organ
that is needing a total overhaul.  The valves looked like they were
made up by hand with felt and a leather punching glued on top of
that.

Are these valves supposed to have felt backing up the leather, and
if so, what kind would it be?  Also, I think someone may have altered
the bleed size; does anyone know what they are supposed to be?  The
bleeds seem large to me.

I also have a 165 tracker bar, a machined 165 crank, believe it is
cast iron, 146 pipe chest and duplexing chest.  No pipes.
