Depending upon the interpretation, 12:00 a.m. can mean either noon
or midnight.  There are separate "standards" that specify both of
the mutually contradictory interpretations.  Other standards more
rationally suggest avoiding the terms 12:00 AM and 12:00 PM and using
noon and midnight instead.  If it is to be midnight, the next question
is whether it's the one at the beginning or at the end of 31 December.

The final ambiguity is the time zone.  There are many of them, indeed
more than 24.  Is it supposed to be EST (UTC -5) or something else?
