Ampico Lock & Cancel Priority

I came across an old Ampico test roll that calls for a First Intensity
note test while the Cancel is called for at the same time.  It appears
that the three intensity steps over-ride the Cancel function.  Can
this be?

The piano does not respond according to the test roll, but plays
accurately on a music roll.  (Inspector's Ampico Test Roll 61391-H $2.00)
