Regulating Organ Blower Suction & Pressure

Hi everyone,  I have a 1-horsepower 110-220 VAC Orgoblo blower for the
Style YU Wurlitzer Photoplayer I have been rebuilding.  I have had the
motor gone through, cleaned, lubed and replaced the brushes.  This unit
has four sets of blades and divider walls and it came to me in pieces.

The problem is that the unit has plenty of air to play the pipes as
long as the vacuum line is not connected.  The vacuum is sufficient
with the output hooked up or not.  There are 3/4" holes around the case
that look like they would be to pull in additional air for the pipes.

The question is, does anyone know what order the blades and divider
walls go in, and are the holes supposed to be open?

Spencer Turbine Co. sent me several downloads regarding the care and
feeding of the Orgoblo units, but nothing covers this setup.  If you
have pictures, drawings or further information, I would like to hear
