I have an overseas associate I deal with and I act as a freight
forwarding service.  He purchases off the U.S. eBay and has the
item shipped to me.  I add something for my time, and if needed
packing material, and ship to him.

If you don't know the person you are shipping to it's perfectly
acceptable to request payment prior to shipping.
