Although not its main purpose, Noteur will provide this facility.
In the words of its author, "Noteur is a general purpose MIDI file
editor that is focussed upon the use by people who work with MIDI
files for mechanical instruments. It is a piano roll based editor."
I have used it on many occasions and in the "File" command you can
save any MIDI file as type 0.
