Converting CIS Files to eRoll MIDI Files

I am trying without success to create eRoll MIDI files from the
Welte (Licensee/T100) CIS files Terry Smythe was so generous to share.
Is there any instruction for Warren Trachtman's CIS image to MIDI
converter software?  I suspect I am doing some basic or fundamental
thing incorrectly.
