I find Bucky's comment about not lubing chains a problem.  I will clean
it carefully with lacquer thinner and then lightly lube it with light
oil.  I have found dry, un-lubed chains to be sometimes too inflexible
and stiff and sluggish as they go around the various gears.  There must
be as little drag, friction, or stiffness as possible in the wind motor
system as possible.  That goes for leaks as well.

The wind motor is working all the time, forward and backward.  The fact
that they are not all that efficient at the best of times, any drag
anywhere, from the governor to the take-up spool, can be significant.
But if things are in good shape, your restoration can go from good to
great!
