Inside Valve Seats Are Leaking (Beckwith)

Hello All,  I wanted to reach out and ask valve advice.  I am working
on a Beckwith stack with both primaries and secondaries.  The issue
I am facing is the inside seats are leaking.  Here is where the stack
is at as far as work I have done:

- Refaced fiber top seats to 320 grit, impregnated with dry lube,
and sealed edges to valve chest.

- Set valves to .040".

- Replaced pouches.

- Replaced top and bottom fiber valve disks.

- Top (inside) valve facings are neoprene, exhaust is cabretta.

I used neoprene because it gave the best results on my bubble jar.
The inside faces leak with the pouch input holes taped off.  Of
course, if I crank up my suction supply I can get them to seat.
