I feel sure it does!  The motor is mis-applied -- notice on the
label, on the side, it states "AO" which means "Air Over" duty.  The
motor is intended for use driving a fan blade like in a window air
conditioner where the air movement from the fan, which is cooling
a condenser or such, also cools the motor windings.  You might beat
the problem by installing a small four- or five-wing blade on that
sawed-off shaft to direct air through the motor windings.

Also, it is a "PSC" motor [permanent split-phase capacitor run]
intended for fan use where there is almost no starting load.  It may
well be that the motor cannot overcome the stalled pump at start-up.

With that fine Seeburg instrument, one should search out a correct
"Old Time" motor; they show up on eBay now and then for around $150.
