Wurlitzer 146 Band Organ Snare Drum Problem

I am looking for some input as to what the proper vacuum level should
be on a Wurlitzer 146 Band Organ.  I'm having trouble getting the snare
drum to play.  The drum beater assembly has been rebuilt, including the
two valves.  The organs present vacuum level is 18 inches water gage at
the reservoir and about 16 inches at the drum beater, both measurements
with the organ playing.  The spill valve on the reservoir is constantly
spilling vacuum.
