Meaning of "ICE" in Seabreeze Park Picnic Photo

We are trying to identify for the Seabreeze Park archives the
organization that met in 1994 at the park in Rochester, New York,
and had a photo taken of the occasion.

The photograph is  dated July 17, 1994, and labeled "ICE picnic."
It shows several Rochester locals, one with a Raffin organ.

At first, it was suggested that "ICE" was a misprint for "ACE" (American
Coaster Enthusiasts), but that doesn't seem to fit with the crank-organ
connection.  And Seabreeze Park President Rob Norris doesn't think that
it was an ACE meeting, although ACE has met here on various occasions to
ride the park's famous Jack Rabbit, built in 1920.

Can any MMD'er identify "ICE"?
