Unknown Spring Machine at Seabreeze Park

The lovely photograph of the spring-mounted carousel horses seems to
solve the mystery of the springy pedestal: it's a remarkable picture.

I'm sure that there would have been a decorative and kid-proof housing
around those big springs.
