I use double-sided "hook and loop fasteners" which in the actual
"VELCRO® Brand" product line is called "ONE-WRAP® straps". [*]
It is 3/4" wide and you can buy it in rolls from a variety of
sources. You can just cut it to length for each roll.

I put the softer side against the paper and wrap it around onto
itself. It comes in white, black and other colors. It is easy-on
and easy-off with no stretching or knots to tie and you control
how tightly it is wrapped, not the rubber band or the elastic.
I don't know the life span, but much like a rubber band if a piece
ever does wear out, I'll just cut another one.
