Rebuilding Seeburg Rewind & Play Pneumatics

I am rebuilding a 1913 Seeburg G older style rewind pneumatic
with the latch on the upper right corner of the pneumatic. I have
recovered the two inside pouches, as well as both valves for the
larger locking pneumatic and the smaller, rear unlocking pneumatic.

While the pouch for the smaller unlocking pneumatic has a bleed
utilizing a round-headed screw to adjust the vacuum level for that
pouch, the pouch for the larger, front pneumatic doesn't appear to
have a bleed. And obviously, the larger pneumatic is remaining in
the closed position.

What am I missing? The unit was previously "rebuilt" by another
restorer who replaced the pouches and one side of the valve,
in addition to recovering the pneumatics. Both pouches were sealed
when I installed them.

Any help in understanding what I am missing would be appreciated.
