Repairing Warped Keys

I've just finished repinning the balance rail on my ongoing built-up
project, and seem to have uncovered another problem.  Now that the rail
pins are all nice and vertical, there are a number of keys that are
rather twisted to one side or another.

I've tried steaming them, and correcting the twist by clamping the tail
of the key in a vice and clamping a level on the front.  After steaming
the key, however, I still haven't managed to get the correct amount of
twist to correct the problem.

Has anyone come up with a fool-proof method for correcting warped
keys?  Spring-back seems to be a real problem.
