Rubber Bands Around Music Rolls

When changing nickelodeon rolls, on and off the spool flanges, you
need some way of holding the paper tight.  Otherwise the operation
is difficult, as we all have experienced, and the rubber band or some
other means is necessary at that time.

Another idea of using elastic is the cloth covered elastic used in
the fabric industry.  A piece 3/8-inch wide would suffice, but joining
the ends together to make these for various diameters would be tedious.
If and when this fabric type of elastic dries up and gets brittle,
etc., the cloth around the elastic would act as a buffer for
protection.

What about the garters used by the Gay '90s Girls?!
