Early QRS Roll Plays Only Treble Notes

Hello,  In my parents' collection of 88-note QRS Apollo Concert Grand
rolls is a copy of:

  #11935
  88 NOTE
  "The Jolly Blacksmiths"
  Caprice Characteristic
  Primo
  (From four hand arrangement)
  Jean Paul

This roll contains absolutely no perforations other than those in
the treble half of the music, and even that is far from half of
a "four hand arrangement".

Is this roll an error with so much of the music omitted?  Or did
QRS once have a series of four-handed rolls where you were supposed
to supply the 'other' two hands and play along?  It is a decidedly
dreary roll to play with so much of the music missing, but there are
no indications that someone else is supposed to accompany the roll.
Any information would be much appreciated!
