I have a 1927 Mason & Hamlin Ampico A which also has the secondary
valve restrictions.  The Ampico mechanism had never been rebuilt so
I am certain that it left the factory with those inserts in place.
I have always wondered why they were there but when I rebuilt it
I replaced the inserts.  It does not seem to degrade the performance
one bit.
