Player Piano Rewinds Too Fast

I have a Marshall & Wendell upright Ampico piano that is restored and
plays great.  However, I can not seem to find out why the rewind is so
fast.  I am afraid the music rolls will end up tearing.  So far, I have
only had the problem once.

I'm not sure whether the problem lies in the pump connection to the
universal vent block or to the re-roll pouch and valve.  Also I don't
know where the nipple to the treble end of the action (on the tempo
pneumatic) should be connected.  The part I'm referring to is shown on
p. 11 of "The Ampico Reproducing Piano: Inspector's Reference Book" as
#13 "Nipple to treble end of action."

I would appreciate any information toward solving these issues.
