Reproduco Bass Pipe Windchest Pneumatic

Hello -- I was unable to locate a replacement exterior bass-pipe
windchest for the one missing from my Reproduco, so I have borrowed
an original from another instrument that is presently non-functional,
and am in the process of constructing a duplicate from scratch.

The borrowed windchest was previously "restored" by someone that did
not use correct materials or methods for the work.  As such, I do not
have a good example of the pneumatic that is used to open and close
the blower port for this windchest to turn the pipes on and off.  It
is the only pneumatic enclosed in a small 'box' that sits on top of the
windchest itself, near the largest pipe.  As you can see in the attached
photos, this one has been re-covered in some sort of red material that
is all bunched up and wrinkled.  I have a couple of questions:

1. What is the correct thickness of pneumatic cloth for this job?

2. What is the correct folded shape of this pneumatic?

3. Is there supposed to be any internal reinforcement for this
pneumatic?  This one is quite floppy and loose and seems like it would
not be particularly repeatable in its operation, since the bottom half
of the pneumatic just hangs from the top.

Any advice and/or photos of a correctly restored original component
would be much appreciated.
