Pouch Leather Sealing and Testing

I have followed the discussion about how to seal a pouch with
interest.  We are now working on a Knabe Ampico and trying to
get it to perform well.  As a novice I was taught that pouches
did not need anything beyond a good tight leather, because if
they leaked a little you compensated with adjusting the bleed.

Well, I can plainly see that this is at best a minority opinion.
I have tried sealing with Dow Corning silicon grease, and it works
well, but even so there is usually a small amount of leakage.

My question is how tight should a pouch be?  I am batting only about
.200 for really leak-proof.  Most pouches have some small amount of
leakage and I have no way to measure and put a real number to how
small is small.  How about some comments on this situation.
