I would assume that adhesive for attaching labels to paper rolls
would present a problem, because of the different types of paper,
(waxed, etc.) and a flexibility requirement.
I never needed to attach labels to the rolls themselves, but I have
successfully attached replacement labels to hundreds of boxes, using
Elmer's carpenter glue, thinned slightly with water. The glue is
applied thinly to the box and the label placed onto the glue, and
smoothed with a dry cloth.
